Judge, Attorney
J. Shea Owens was appointed to the Kane County Justice Court in July 2025. Mr. Owens is an experienced attorney with a strong background in litigation, public lands policy, and criminal law. He previously served as legal counsel for the State of Utah’s Public Lands Policy Coordinating Office, where he represented the state in complex litigation involving natural resources, environmental law, and administrative law.
Prior to this role, he worked as an attorney in the litigation section at Parsons Behle & Latimer, handling civil matters. He began his legal career as a criminal defense attorney with Cooney Law Office, P.S., in Spokane, Washington, where he gained courtroom and trial experience.
Owens earned his Juris Doctor, cum laude, from Gonzaga University School of Law and his Bachelor of Arts from Southern Virginia University. In 2024, he was recognized as Attorney of the Year for his outstanding legal advocacy and commitment to public service.
